Enrollment at ICC rebounds back to 2020 levels

On Sept. 19, all trustees were in attendance except Ron Budzinski. Trustees approved the consent agenda, treasurer’s report, discrimination and harassment policy update, and president’s employment agreement 10th addendum.

Discussion included questions from trustees Diane Lamb and Gale Thetford, who wanted explanation of the purchase of digital marketing with Clarus for enrollment efforts. Staff members explained digital marketing reaches students and its use is consistent with past efforts. Thetford requested periodic reports on spending on digital marketing.

Two months into the budget year, Executive Vice President of Finance Bruce Budde reported expenditures are trending favorably. Revenues are on target, except for property tax replacement from the state for $4.4 million — a $1.5 million reduction from the $5.9 million budgeted.

President Sheila Quirk-Bailey’s employment agreement was extended a year to June 30, 2028. Her annual salary increased by 3.5% to $311,888 for 2024-25.

The board received a detailed report on the Diagnostic Medical Sonography Program. Accreditation standards limit the DMS program to 18 students. However, ICC and health care officials have met about strategies to build the workforce pipeline.

Enrollment has increased to 2020 levels. Trustees acknowledged staff efforts and had a robust discussion about spending, marketing, and the need to track information in ZIP codes where enrollment is low.

ICC seeks approval to discontinue the Legal Studies Associate in Applied Science degree program and Library Technical Assistant Certificate. Decreased enrollment and changes in the job market were cited. An appropriate teach-out plan will be provided for students enrolled in these programs.
