Plan to prevent 911 dispatchers from tipping off criminals passes IL legislature

SPRINGFIELD – State Senator Dave Koehler’s plan to make it a crime for a police dispatcher to tip off a criminal that law enforcement is nearby passed the Illinois General Assembly.

In 2010, the Illinois Supreme Court ruled that it’s not a crime for a 911 dispatcher to let a drug dealer – or other criminal – know that police are in the area. The court called the case “troubling” and the defendant’s actions “unjustifiable,” but found nothing in Illinois law making such behavior illegal.

“911 dispatchers are an important part of our criminal justice system,” Koehler said. “They should be held to the same high standards as law enforcement officers and prosecutors.”

In 1998, a police dispatcher tipped off a local drug dealer that law enforcement officials were in the area near his house in the Chicago suburbs. The Cook County State’s Attorney charged her with official misconduct. The trial court found her guilty and sentenced her to two years of probation and 250 hours of community service.

However, the 911 dispatcher appealed the verdict. The appellate court ruled that nothing in Illinois law allowed her to be charged with official misconduct. The local police department had every right to fire her, but she hadn’t broken any Illinois law. In 2010, the Illinois Supreme Court agreed.

Koehler’s proposal, Senate Bill 2695, would expand the definition the definition of official misconduct to make it a Class 3 felony for a dispatcher – or anyone in a similar position – to warn a criminal that law enforcement is nearby or on the way.

The crime of official misconduct already covers a wide variety of corrupt acts by public employees, including accepting bribes and misusing one’s authority for personal gain. The penalty for a Class 3 felony is two to five years in prison.

The legislation, sponsored by Representative Michael Unes (R-Pekin) in the House, now goes to the governor for his approval.

PEORIA SYMPHONY ORCHESTRA TO RECEIVE PEORIA CHAMBER OF COMMERCE SMALL BUSINESS ALL-AMERICAN CITY AWARD

The Peoria Symphony Orchestra (PSO) has been named as the recipient of the Peoria Chamber of Commerce Small Business All-American City Award. The orchestra will be recognized and receive the award at a luncheon on Wednesday, May 21, 2014 at the Creve Coeur Club in Peoria, IL.

Music Director George Stelluto is excited about the award and said: “I am very happy that the PSO musicians, staff, and Board are receiving this well-deserved recognition. They have worked hard to get where we are now and the PSO’s dedication to bringing excellent, meaningful cultural experiences to all of our citizens is unrivaled.”

Recognized for its excellent programming and performances, the orchestra presents eight subscription concerts each season as well as an annual concert for young people attended by some three thousand students. In addition to these concerts, the PSO offers chamber music
performances, outreach presentations, and masterclasses throughout the region in schools, universities, hospitals, and other venues. PSO orchestral and chamber music performances, as well as educational programs, are broadcast regularly on WCBU public radio and on public television station WTVP. From 2011 to 2014, the PSO received numerous awards including the nationally prestigious ASCAP Award for Adventuresome Programming and the Illinois Council of Orchestras Professional Orchestra of the Year Award. In November 2013, the PSO organized a Tornado Relief Concert that attracted 250 volunteer musicians to perform Handel’s Messiah.

The PSO is the 14th longest serving orchestra in the United States. Now in it’s 117th Season, it began with conductor Harold Plowe and his vision for an orchestra in Peoria in 1897. That year, the Peoria Star newspaper wrote, “An orchestra is to be organized under the auspices of the Bradley Institute for the study of orchestral compositions of the best masters, classic and modern. It will be open to all persons who possess the requisite musical skill and are otherwise suitable for membership.” Plowe served as Music Director until 1927. In June of 2010, George Stelluto was appointed the PSO’s 16th Music Director. He is now in his fourth season leading the orchestra. He also serves on the faculty of the Juilliard School and as Associate Conductor of the Ravinia Festival.

National Dog Bite Prevention Week

Peoria- Peoria County Animal Protection Services (PCAPS) is raising awareness of National Dog Bite Prevention Week, May 18 – 24. Dog Bite Prevention Week is sponsored by the American Veterinary Medical Association to encourage everyone to be aware of the potential risk of dogs biting. This recognition week brings attention to the more than four million people bitten or attacked by dogs each year in the United States. In our community, animal control officers investigate more than 400 animal bites each year, many involving children with serious results. Most dog bite victims know the dog involved and in many cases the dogs are even part of the family.

Many of these bites and attacks can be prevented by responsible pet ownership. PCAPS encourages all pet owners to:

·         Keep your pet restrained to your own property and supervised at all times, especially around children

·         Make sure your pet has a current rabies vaccination and rabies tag

·         Spay or neuter your dog

·         Train and socialize your dog

·         Report free-roaming dogs to PCAPS immediately

 It is also important to educate children, and even adults, about basic safety around dogs. PCAPS and the Peoria Humane Society are offering presentations on dog bite prevention and safety around animals. Presentations can be tailored for any venue and are suitable for all ages. Presenters offer ideas for teaching children to be safe around dogs, tips on preventing a dog bite, and how to respond if a dog bites or attacks someone in your neighborhood.

REDEDICATION CEREMONY OF VETERANS MEMORIAL PARK IN HONOR OF GENERAL SHALIKASHVILI THIS SATURDAY

 The Peoria Park District is holding a re-dedication ceremony of Veterans Memorial Park in honor of General John M.D. Shalikashvili on Saturday, May 17 at 11:00 a.m. Veterans Memorial Park is located at the corner of Monroe St. and Hamilton Blvd.

General Shalikashvili was a United States Army General who served as Chairman of the Joint Chiefs of Staff and Supreme Allied Commander from 1993-1997. He passed away in July 2011.


Speakers include U.S. Representative Cheri Bustos, Peoria Park District Board of Trustees President Timothy J. Cassidy, Peoria Park District Executive Director Bonnie W. Noble, Central Illinois Landmarks Foundation President William Ordaz, and Luthy/Connor family representative Sara Connor James.

 The American Legion Peoria Post #2 will present a rifle salute. A reception will follow at the GAR Hall, home to the Central Illinois Landmarks Foundation.

PEORIA SYMPHONY ORCHESTRA CONCERT BROADCAST ON WTVP THE AMERICAN SONGBOOK

The Peoria Symphony Orchestra concert The American Songbook will be broadcast on WTVP on Friday, May 23 at 8:00 pm. This new performance series entitled Sound Bites is hosted by Music Conductor George Stelluto and features an intimate concert with exceptional guest artists. This broadcast with feature baritone Nathaniel Olson with Kevin Murphy on piano.

A native of Vernon Hills, Illinois Nathaniel Olson, is actively performing recitals and concerts throughout the United States. Performances in 2014 include a Carnegie Hall Neighborhood Concert, a recital at Hanover College, on tour with the Ravinia Festival Steans Music Institute at the Tucson Desert Song Festival, and the Brahms Requiem with the Columbus Indiana Philharmonic.

The “Sound Bites” series is generously underwritten by Flo and Sid Banwart as a project designed to extend the cultural impact and presence of the PSO beyond concerts and on the stage. The project involves performing and recording these performances for broadcast on WTVP.

American Mausoleum to Host Memorial Service

Peoria – Peoria County State’s Attorney Jerry Brady is pleased to announce that the American Mausoleum will host a Memorial Service in honor of Memorial Day on Saturday, May 24 at 10:30 a.m. Vietnam Veteran Bruce Thiemann will serve as the guest speaker, joined by Floyd Henderson, Chaplain of the Honor Guard for American Legion Post 979. The Honor Guard will conduct the Presentation of Colors, and a 21-gun salute will also be performed during the ceremony. The mausoleum is located at 7911 N. Allen Rd in Peoria and the public is invited to attend.

Mr. Thiemann served in the United States Army from 1969-1970 as a helicopter door gunner and crew chief with B Troop, 7thSquadron, 1st Air Cavalry Regiment, in air assault operations where his unit was based near Vinh Long. A fourth generation Peorian, Mr. Thiemann graduated from Woodruff High School in 1967 and used the GI Bill to continue his education at Southern Illinois University, ’75, and Washington College of Law of the American University, receiving a law degree in 1978He has practiced law in Peoria since then and is currently a partner with the Kavanagh Law Firm. Mr. Thiemann has been active in veterans’ causes and currently serves as the vice-chairman of the Peoria County Veterans Memorial Committee.

Persons attending next Saturday’s service will be able to enjoy the mausoleum’s recent renovations, including rehabilitation to the gazebo, fresh paint, and plumbing improvements. Peoria Public Library McClure Branch Children’s Room Open House Saturday

 Peoria Public Library McClure Branch will hold an Open House on Saturday, May 17 from 10:00 a.m. until 2:00 p.m. for the public to meet Children’s Librarian Amanda Doyle.

Storytimes will be held at 11:00 a.m. and 1:00 p.m. and a drawing to win a Leap Pad will be held. Services for children are an important part of library service and this is an opportunity for adults and children alike to talk with Amanda and get to know her. Children are often more comfortable going to their first storytime when the know library staff.

Amanda Doyle has been a Peoria Public Library patron all her life.  Her mother used to take her to the downtown Main Branch to check out books and some of Amanda’s fondest memories are of looking for books in the children’s department.  Her favorite story was a little girl was “Gregory, the Terrible Eater” but Mitchell Sharmat.

Amanda is a graduate of Richwoods High School and of Bradley University.  She started out part time in the circulation department while going to Bradley and worked her way up to Children’s Librarian at Lincoln Branch Library in 2006.  She moved over to McClure Branch Library when they remodeled and opened up again in 2011.  Amanda does weekly storytimes and loves to find the funny, quirky books for her storytimes.  As a children’s librarian, Amanda hopes to keep introducing the joy of reading and discovering books to kids of all ages.

Peoria Police enforces Click It or Ticket- Front and Back seat

Peoria, Il.  – If you think you can travel in Illinois over Memorial Day without wearing your seat belt- think again.  The 2014 Illinois Click It or Ticket campaign kicked off May 9.

The Peoria Police Department is joining the Illinois Department of Transportation (IDOT), the Illinois State Police (ISP) and hundreds of local law enforcement agencies across the state to save more lives by strongly enforcing seat belt laws.

In Illinois, as of January 1, 2012, all drivers and passengers must wear seat belts in all seating positions in the car, not just the front seat.  During statewide observational surveys conducted by IDOT in 2013, the overall usage rate for rear seat occupants was 77.4 percent versus 93.7 percent for drivers and front seat passengers.

“Memorial Day weekend kicks off the busy summer driving season, and we want to ensure that everyone arrives at their destination safe and sound,” said Lt. Steve Roegge, Peoria Police Special Operation Unit.  “Our officers are prepared to ticket anyone, front or back seat, who is not wearing a seat belt.”

In 2012, back seat passengers in Illinois accounted for 46 fatalities and over 5,000 injuries.  Out of those 46 fatalities, 30 of them were not wearing their seat belt.

 MEMBERS OF THE PEORIA NAVY CLUB, SHIP 34, WILL BE ASSISTED BY MEMBERS OF THE NAVY SEA CADET CORPS OF PEORIA AND TOGETHER THEY WILL CONDUCT MEMORIAL SERVICES BY PLACING A WREATH OF FLOWERS ON THE WATERS OF THE ILLINOIS RIVER.  THEIR SERVICES WILL BE HELD AT THE VETERANS ORGANIZATION’S PLAZA AT PEORIA RIVERFRONT PARK AT 10:00 A.M.

MEMBERS OF THE AMERICAN LEGION, POST 979, OF BARTONVILLE, WILL BE FLAGGING THE WAR VETERANS’ GRAVES AT THE FOLLOWING LOCATIONS:  PEORIA STATE HOSPITAL CEMETERY, PEORIA COUNTY FARM CEMETERY, TRIAL CEMETERY, ST. JOHN’S LUTHERAN CEMETERY, AND PEORIA LUTHERAN CEMETERY.

 

MONDAY, MAY 26, 2014

AT 11:00 A.M.MEMBERS OF THE AMERICAN LEGION, POST 979, WILL CONDUCT MEMORIAL DAY SERVICES THAT WILL INCLUDE THE FOLLOWING:  ASSEMBLING AT THE BARTONVILLE GRADE SCHOOL ON ADAMS STREET, MARCHING TO THE MONUMENT LOCATED ON MCKINLEY STREET.  THEY WILL BE JOINED BY MEMBERS OF SQUADRON 979, SONS OF THE AMERICAN LEGION.  OTHERS PARTICIPATING WILL INCLUDE THE MEMBERS OF THE VFW POST 3883 AND ALL LOCAL SCOUT TROOPS.  LOCAL DIGNITARIES WILL SPEAK.  THE MONUMENT AREA WILL BE DECORATED WITH WHITE CROSSES.

A LUNCH WILL BE AVAILABLE TO THOSE PARTICIPATING IN THE PROGRAM AT THE LEGION 979 BUILDING LOCATED AT 4501 S. AIRPORT ROAD, FOLLOWING THE PROGRAM.

AT 1:00 P.M., MEMBERS OF THE SOUTH-WEST PEORIA KIWANIS CLUB WILL CONDUCT MEMORIAL SERVICES IN GLEN OAK PART AT THE VIETNAM WAR MEMORIAL SITE.  THE PROGRAM WILL INCLUDE:

WORDS OF WELCOME WILL BE PRESENTED BY THE PROGRAM CHAIRMAN, ALAN SMITH.   PRAYER WILL BE OFFERED BY THE CHAPLAIN OF THE KIWANIS CLUB.  ALL PRESENT WILL BE ASKED TO RECITE THE PLEDGE OF ALLEGIANCE OF OUR FLAG. LOCAL DIGNITARIES HAVE BEEN INVITED TO PARTICIPATE.

A RIFLE SQUAD OF THE AMERICAN LEGION, PEORIA POST 2 MEMBERS, DIRECTED BY SGT. RICHARD WILKIN, WILL PROVIDE THE RIFLE SALUTE TO THE HONORED DEAD OF ALL WARS AND TERRORIST ATTACKS.

THE MANAGEMENT AT SPRINGDALE CEMETERY WILL SPONSOR A MEMORIAL DAY PROGRAM.  THE LOCATION WILL BE SOLDIERS HILL, WITHIN THE CEMETERY.  THE TIME IS 2:30 P.M.

– A BARBERSHOP HARMONY GROUP WILL ENTERTAIN.

– A D.A.R. OFFICER WILL ENCOURAGE ALL TO JOIN HER AND RECITE THE

AMERICAN CREED.

– A “BAG-PIPE” GROUP MEMBER WILL ENTERTAIN.

– LOCAL DIGNITARIES WILL BRING GREETINGS

– PRAYER WILL BE OFFERED BY LOCAL CLERGY

– AMERICAN LEGION POST 2 HONOR GUARD WILL FIRE A RIFLE SALUTE

– A BUGLER WILL SOUND THE APPROPRIATE “CALLS”
